The hauntings, voices, "ghosts", and "touch of a spirit" are very real, and it is being conducted through the walls, ceilings, and floors with embedded microwave/radio-wave technology and Voice to Skull by the Housing Authorities and the Housing Authority Police.  The CIA say in their leaked manual that they "spook" people to death with their technology. We are ruled over by Satanic ghouls, fiends, and human devils.

I know for a fact that mid-year, the Housing Authority will claim they "lost" the tenants' whole files, and they'll bully them through signing a "new" file of forms, not letting them read what they're signing; and they'll threaten them with eviction if they don't sign; and then, they'll refuse to show them, or give them, copies of what they just signed. 

What the man in this video is saying is true, and what they're probably signing away is their right not to be tortured and experimented on; and they may be signing a life insurance policy that their children will never receive when the tenants are finally killed.

YES, this is happening all over America in HUD housing.

I have personally witnessed MANY homeless people dying mere days after being given housing through HUD in America.  I know they are tortured, preyed upon, robbed, and murdered, and the police protect the killings. The management of these horror houses are all in on the schemes. The Zionist global fiends, using the IMF, are paying to slow-kill and destroy Americans. They take a thriving citizen, not a drug addict or criminal in any sense, and over a few years, they turn everyone against them, sabotage their jobs and lives, and they drive them into isolated homelessness, where they are helpless, rounded-up in Housing Authority torture rooms, and they are mentally, emotionally, and bodily destroyed.  They are murdered; and the claim of suicide or drug-overdose are used to shield the murderers. The victims have been so discredited through slander campaigns, by the time they are homeless, that no one cares when they are disappeared.  The murderers are the police, FBI/CIA, and HUD, and gang stalking paid assassins.

As well, I know for a fact that they give housing to known convicted drug dealers and thieves, and they allow them to sell drugs from their housing apartments, which is supposed to be against HUD laws.  One drug dealer, after I looked him up, had over 78 charges against him in one county alone, 26 of which were felonies; and he was on probation when he got the housing, and then was arrested again while in housing and put on more probation, yet he is STILL in his housing apartment selling drugs, and is the lead "handler" gang stalker illegally preying on Targeted Individual old women, while innocent tenants are falsely accused of "fraud" and other crimes if they DARE say anything about it.  This goes all the way up to the Director of Housing.  Housing Authorities are run like mafias, and those living there are nearly ALL paid gang stalkers and drug dealers, while the few innocent people who live there are preyed upon daily, tormented in every sort of way, even by the managers, office staff, and maintenance workers; and ALL of their cries for help and justice are ignored, even by the Housing Authority Police Chief.

Street theater actors are trained to entrap, lure, and cause all manner of mayhem for Targeted Individuals.  They are not just surveilling. They are not just security agency employees. They are criminals working criminals acts, while the police join them, protect them, and falsely accuse and arrest the T.I., whom they knew long before-hand was being deliberately set-up, and that the T.I.s are innocent.  The number of innocent people entrapped and falsely arrested and killed by ADL-Zionist-trained police cannot be over-estimated.

An entire industry was created by the CIA and Travistock Institute after WWII to decide who got to prosper in life, and succeed in college and employment, and who would be forced to live in 

non-stop "bad-luck", rejection, targeting, and an early death that would be blamed on their "craziness."
